17 mai 2023 Événement impliquant l’aéronef de type Boeing B747-4R7F immatriculé LX-OCV et exploité par Cargolux Airlines International S.A. survenu le 14 mai 2023 à l'aéroport du Luxembourg (ELLX)

Suite à l’événement qui s’est déroulé le 14 mai 2023 à 17:01 UTC lors de l’atterrissage à l’aéroport de Luxembourg (ELLX) de l’aéronef de type Boeing B747-4R7F immatriculé LX-OCV et exploité par Cargolux Airlines International S.A., l’Administration des enquêtes techniques (AET) a ouvert une enquête de sécurité conformément aux dispositions de l’Annexe 13 à la Convention relative à l’aviation civile internationale et au règlement (UE) n° 996/2010 du Parlement européen et du Conseil. L’AET a notifié l’incident grave aux États de conception et de construction, ainsi qu’à l'Organisation de l’aviation civile internationale, à la Commission européenne et à l’Agence de l’Union européenne pour la sécurité aérienne.

L’enquête, dont le but principal est d’améliorer la sécurité par la prévention d’accidents et d’incidents sans détermination des fautes ou des responsabilités, est conduite en application des normes et pratiques recommandées internationales en matière d’enquêtes sur les accidents et incidents d’aviation et implique tous les acteurs nationaux, européens et internationaux visés par les dispositions susmentionnées.

La première phase de l’enquête, qui est toujours en cours, consiste à collecter des informations et des preuves afin d’être en mesure de déterminer des causes et/ou des facteurs contributifs qui ont mené à cet incident grave et, s’il y a lieu, de formuler des recommandations de sécurité visant à prévenir de tels événements dans le futur.

L’AET prévoit de communiquer sur des éléments factuels de l’événement lorsque la phase de collecte de renseignements sera achevée.

Following the event that occurred on 14 May 2023 at 17:01 UTC during the landing at Luxembourg Airport (ELLX) to the Boeing B747-4R7F aircraft registered LX-OCV and operated by Cargolux Airlines International S.A., the Administration of Technical Investigations (AET) opened a safety investigation in accordance with the provisions of the Annex 13 to the Convention on International Civil Aviation and the Regulation (EU) No 996/2010 of the European Parliament and of the Council. The AET notified the serious incident to the States of design and of manufacture, as well as to the International Civil Aviation Organization, the European Commission and the European Union Aviation Safety Agency.

The investigation, whose main objective is to improve safety by preventing future accidents and incidents, is carried out in accordance with the international standards and recommended practices for aircraft accident and incident investigation without apportioning blame or liability and involves all national, European and international stakeholders covered by the above-mentioned provisions.

The first phase of the investigation, which is still ongoing, consists of collecting information and evidence in order to be able to determine the causes and/or contributing factors that led to the serious incident and, when appropriate, to formulate safety recommendations aiming to prevent seminal events in the future.

The AET expects to communicate on factual elements of the occurrence when the phase consisting of information gathering has ended.
